Two reasons I can think of. I'm not saying they make sense or they're right, they're just my brainstorming ideas.

1) A higher level means you've played plenty of games already. Generally, practicing a lot can be correlated with the level of skill.
2) Games like pokemon where you have to level up have influenced our mentality on what a level means. In games like pokemon, a higher leveled pokemon fairs much better than a lower one. You would never find a level 2 beating a level 50 pokemon, it just wouldn't happen. This type of mentality inaccurately translates to other games like this one, where a level 2 player has an equal chance at beating a level 50 player.

A huge part of "skill" is a posteriori knowledge.

I would also imagine it has something to do with the significance the creator of the site assigns to the higher levels. For example, you can't join the competitive ladder systems the site offers until you reach certain levels. I agree that a higher level doesn't suggest better play, but a decent amount of players that may have more potential are locked out of the ladder simply because they use an adblocker, or don't play a ton of free for alls.

Just like any other game, the more you play it, the better you SHOULD get at it.

Of course there are exceptions:

You have played risk and are a champion at it.
You have a high level but are a complete noob, like me :D
You have a low level but are a master in Warlight
You have a second account
You are a low level and got a membership

you have played more that 3000 games,you are lvl62, it looks good but 96% of them were loteries and u are complete noob....

seems to me that it shows little to do with skill.... much more to do with lottery games and just how many games you play. I got to level 56 by playing 80+ FFAs at a time, doesn't mean i'm good, far from it, i get creamed in most 1 V 1s.
Why the 'level' exists at all is a bit of a mystery as it really does tell us nothing.
Why is it games can't be rated like they are for the ladder? If games were rated, it would push aside any advantage of playing many games and a huge plus IMO would be the end of lotteries completely, no high level players would want to risk a lottery against players of a lower level.
Just my thoughts, and perhaps would be too hard to code but i think it would answer the question of who are the most skillful players much better than a level system

of course lvl is not ultimate indicator of skills, but it takes about 2-3 days for experienced player to get to 30 lvl (checked it myself). So whenever I see a player, who plays warligth for couple of months and still have 20-ish lvl, it's hard for me to assume he is a pro..

Actually, as far as I remember I reached 40 lvl in about a week playing for 1 hour a day or so.

Why do lottery games still give experience gains?

Surely the smart thing to do is turn the gains off..... Force people to earn levels.

I get this. I have a pretty high level from playing lots of games with friends and not taking it seriously. A level 10 with half a brain could take me apart easily
