Speaking from experience, some clans have a lengthy process they go through before kicking people out (which makes sense to some degree- you want to give your members a feeling of security and the knowledge that the clan will stand by them when they need its support).
I'm pretty sure most Falcons aren't that fond of him. Just wait a while, and don't blame the clan for his inanity.

If the Falcons wanted to be known as a respectable clan, they would remove people who are not respectable. It's really as simple as that. As long as they allow their clan icon to be on Colonel's name, they are essentially endorsing whatever nonsense that he is spouting.
I'm looking at you Thomas. Is your clan going to be one of the respectable clans or not?

When your clan is as large as the Falcons, it's tough to tell who's respectable and who isn't until you see them cross the line. Sometimes players you thought were respectable end up being horrible people you don't want to do anything with.
In CORP, when that happens, we do a Council vote to kick them out. This is generally accompanied by efforts to make sure that the general member body agrees and understands what's going on. Unfortunately, both of these things take a little bit of time and also make it kind of odd when we kick out players like Loli a week after they do stupid things.
(For us, Loli was on the clanwide blacklist well before he was kicked out of the clan, just because it took time for us to vote him out but not much time for the blacklist- maintained by one person- to deem him someone not worth playing with.)
Similarly, I don't think that the fact that the Falcons haven't kicked out Harthacanute yet is that worrying. Give them some time- I also think it's better for member-kicking to be a slow, deliberate process, because it's not always obvious that someone needs to be kicked from the clan.
Honestly, it's more worrying that they've had players like Kellen in the clan for so long. I wish we'd seen this sort of outcry about Kellen because a perpetual troll like Kellen is certainly a lot worse than an overzealous recruiter who decides to spam one day.

We voted on Kellen and booted him 10-1. We held a vote on Colonel where one of the options was expulsion, and the general consensus was that he would be given a lowerlevel job.

Ah. Just noticed that Kellen was out. Also, your council is pretty large. For us it's 6 + a Shogun with veto power. We have an even number to make it harder for resolutions to pass than fail.
