Is there a tool or simple process for turning 2 bordering territories into one big territory?

If you speak of Inkscape then select both territories:
Path>Union

Also, you could crtl+k (combine) territories.

Select one territory, hold shift and select as many more territories as you want, and press ctrl+shft+=. That's what I do for islands.

And if you have a gap between the two from offsetting them between bonuses, draw a shape that covers the gap and union all 3.
