The only time I'd ever attack 2 neutrals with 1 is in straight round, if I already have a 2 and a 3 next to the neutral, and I need to take the territory in order to finish a bonus or get a card piece.

If it's WR, I occasionally do it if I need a delay move and am at an income disadvantage with makes me desperate to expand (would only save me 1 army if it works, so I mean *really* desperate). Usually way to risky for my taste.

Say there are 3 territories in a row A (which I occupy with 2), B a neutral of 2, and C territory beyond which is in another player's hands. I might attack B with 1 to send a signal to player #2, which if he watches his turn will result in him seeing me attack territory B with an army of 1. This is useful in 2 different ways in my experience.
1. It can "warn off" a player from developing or attacking territory B, because they will make contact with me.
2. It can provoke an outrageously large attack at an opportune moment, someone pouring their whole reinforcement to attacking territory B while I slice into his rear with a large stack of my own, or otherwise manipulate the game one way or another.

1. Tapping a territory for a teammate so he can take it with 2 armies
2. I have leftovers on 2 different territories bordering a territory I need to take and I need every single army somewhere else
3. I desperately need a delay and it's the only way i can make it (but i almost always prefer to hit a 4 or 3 neutral if i can)
