Arukard is shows as surrenedered. Game settings are Surrrenedered Players turn into AI: NO they are still on the map I can't play a diplomacy card on them, and I want to.

He've just surrendered. That means he surrendered this turn (turn 19), but that've not happened yet. When the turn progresses he'll disappear from the map too. So play as if all his territories are neutrals, because they will be for trun 20.

He is surrendered. He is gone from the game completely. There will be no further army deployments or movements from him. Upon everyone making their moves, his remaining armies will become neutrals just as they are at this instant.
The only reason he shows as still being part of the game is because the map is displaying the result of last turn, when he was still a participant. Once the turn advances his surrender will occur first thing prior to any army placement.
