I said the winner might have a vote. That is up to the panel though.

Since they are 2nd teams of clans in other divisions, they cannot be promoted. It is meant to be for two uses:

1) a 2nd team for a clan (that is large)
2) a place for a new clan to get their feet wet in clan league.

Any new clan could play Dev Division, then just join normal divisions next season if they want. Or skip to regular divisions immediately.

Giving votes to 2nd teams of clans before other clans in group B doesn't seem like a good idea. This will result in some A clans just getting two votes which defeats the purpose in my opinion.

i think 2 first must be promoted in division E and have to complete their team!

in NBA there are LA LAKERS and CLIPPERS! 2 different team!

@ zevoluloun, that will be an awkward option for clan with two teams in Clan League.

For example, for Illuminati the dev league team will change for next season, some players want to change templates or new players may want to join. Or we could completely overhaul the team with stronger players which would be unfair to the other Division E teams. Its just can be exploited easily.
