I thought that even though it would be hard it would pay off to make a new card called the colony card.
You can use this to gain a neutral territory anywhere on the map. Although it would automaticaly have 1 army. This way I could make a colonial map without the colonies and you would be able to make your own colonies and rewrite history. This card would be perfect for roleplaying games.Tell me your thoughts.

Have someone be that neutral player/admin, and they can use gift card to gift you the spot. no need for new card for your scenario to work.

i think it is a great idea. and diplomacy games should be develop
