Couldn't find it in the Help.
Territories are turned into neutral and what happens with the armies, they stay or are reduced to 2? Every other player has to accept the surrender, yes?

Whether or not all the other players have to accept the surrender is up to the game creator.
When a player surrenders all of their territories become neutral with as many armies as they had in each territory unless the game creator chose to make surrendered players turn into AIs.
