Misleading title, i know, but I am no longer able to use custom scenarios, instead I must now wait until i reach a certain level. Why is this? Now I can't recreate a game where my friends were accidentally booted from. It just doesn't make sense to me.

You've never been able to create Custom Scenarios until level 46. You can create them in Single Player at any level, but to host them multiplayer, you must be 46.

"Warlight updates" this is your answer. These are some of the recent "Improvements" that were made alongside forcing people to get to level 50 to be able to join ladder games, the result being that ladders are currently abandonned, particularly the real time ladder. But if you disagree with these so called updates, just make an uservoice post (but it will likely also be ignored much like 99% of the other posts made there).

I got to 46 from 44 in about a week and a half IIRC, just join some smaller tournaments or play the real-time ladder.

The 1v1 ladder has over 300 players ranked, RT ladder has over 60 players ranked (pretty high for RT ladder's historical records). So the ladders aren't abandoned at all.
