Is there a section or somewhere you can download maps that have already been made for editing or is it a case of contact the maps developer?
In specific i'm looking for a song of westeros and the free cities as i have what i believe may be a great idea for modding the map.

Maps are owned by the creator, end of.
You can try contacting one and asking, but it's rare they give up their designs (with good reason, of course)

You could probably ask the creator to send you a file containing their map, then edit it and publish an entirely new map based on your concept...
