I think you're ceding too much ground there. Just my opinion, tho. Perhaps you're 'just throwing them a bone'? :-) The reports themselves were only a tiny smidgen of the 'being fooled' dynamic. If the Bush administration was fooled -- if! -- then they wanted to be fooled, the same way groupthink works (
https://en.wikipedia.org/wiki/Groupthink). It's this latter case of groupthink that I'm arguing for, since it's much more easily demonstrable. Any other non-groupthinking administration wouldn't have encountered the same dynamics, e.g. Gore.
Ultimately, Bush is the one responsible for his administration, though I agree with you that nastier minds such as Cheney and Rumsfeld had tons of influence on this, and on Bush in general. I bet I'm more on the side of Bush being a true puppet than Jai is, so that's why I was so surprised he went there! XD
