See if there is a "custom scenario" (https://www.warlight.net/wiki/custom_scenario). See it by going to Menu->Settings->Custom Scenario (click to view).

to make a lotto game, create a game, choose a lotto map, choose a distribution mode, or full distribution, and add a load of open seats. It's good practice to add the name "Lotto" or "Lottery" in the name, as that highlights it as a lotto game. please do not use my map as a first pick wins map.

Also, [NL] You need to have it automatic distribution, because with manual the fastest pick will win. Furthermore, because of this, would it be cheating if I were to make a lottery game with manual distribution but not tell anyone that it is based on the fastest pick?
