So I went into single player, made a custom game, set the starting armies in each neutral territory to 15, and the armies per turn to 0. I set the players to AI v AI. Guess what happened down below.

Because the AIs could not deploy, they could not make expansion orders (attacking neutrals). This is a quirk of the AI, where it only expands if it can deploy to the same territory first on the same turn.

Therefore, regardless of how many starting armies you gave them, they never attacked any neutrals. (I believe, however, that if you were to capture a territory next to one of their starting stacks, and had less than half the AI's stack size in there, then the AI would be able to attack you without requiring deploys.)
