Well France currently has a bigger military than Germany, but France likes surrendering, so Germany wins.

I'm taking into account quality of weaponry, as well as how much of the weaponry is made in said country.

Any noticeable special forces will be taken into account.

Choice #3 is so much better imo

After hundreds of years and numerous American interventions, France can finally defeat Germany. Except for international law and the like preventing them from finally getting one back. I feel bad for them.
