I say there is only 2 provision, and while you might have to know Grammar and mathe, there is only one bullet listed. So you have evidence, but there is no solution to the cryptic puzzle. Either they mean "are 2" or "is 1" depending on if the 1 bulletin is a single provision or the bullet lists 2 provisions

One Cacao is better than two Cacaos, but infinite Cacaos are best.
This is a complex statement.
1. Most people would rather have only one Cacao. And some really mean ones would rather have have none
2. The Majority which is the whole world will agree one Cacao is better
3. Only the two Cacaos will agree that two Cacaos are better, because if they don't there is a 50% chance they will not exist
4. Because it is decided by majority then that means the infinite Cacaos are indeed best because Cacaos will be the majority therefore most people will agree infinite Cacaos are best.
I think this just means that just because most people agree on something doesn't mean it's true or best.
