I don't get it

I doubt the name is illegal. It may draw unwanted attention from authorities, but the name itself is probably not illegal. Especially so since it can easily be claimed it's just an all-caps version of Isis, the ancient Egyptian goddess (https://en.wikipedia.org/wiki/Isis).

What would be illegal would be participating in illegal activities associated with the terrorist organization(s) known as ISIS/ISIL/Islamic State/whatever.

I'm not disagreeing with you, I'm saying that technically, even if it were illegal as a name, which I strongly doubt it is, a lawyer would be able to talk his way out of the charge with plausible deniability -- unless the picture is also illegal, which I strongly doubt it is. But IANAL, YMMV, yadda yadda yadda.
