Skap, there's also extra troops/territory, which can be deployed anywhere, so it's not that bad, also this is pretty much the point of this scenario, it's supposed to be a difficult start.

Kretoma, does allowing a player to take a territory to complete a bonus:
a) Count as gifting the territory for the +1TP
b) Count as an attack for the player taking it.

@ Fleecemaster:
1. It seems i made some minor mistakes in the messages, i am sorry for that. Of course Peru and Colombia are in South America at war. Mexico was and could be under US influence, but the depression has freed you for the moment.
2. I think it should be b, otherwise it could be abused.
