Is it possible to implement a background image onto a map in a way that it doesn't disappear after you upload it to Warlight? And if not, what alternative measures should I take?

If you can convert an image into a vector format, it should work. It will not look at nice as it did at first, and there will be banding at color changes, but it will show up at least.

I like to use solid colors, as it doesn't use that much file size (a big deal when you're creating large map). There is a website out there called Vector magic (I believe?) where you can pretty seamlessly convert a raster image into vector, and this can work if you're creating a relatively small map.
