I think it would be great, if by clicking on an attack/transfer order on the order list, the attack settings window would appear, and we would be able to edit the details.

Uh oh, if that window popped up every time I tried to move my orders up and down, I'd go crazy. But maybe show it after double-clicking?

Also, while we're at it, maybe let us drag the orders on the list? Or hold down the little arrows to move orders up and down quickly?

You are right, double click would be better.
Also, the dragging is a good idea too.

perhaps provide an additional button next to the up down and delete buttons as a "Modify" button.. this would be useful

And while we are at it: Let's have "move to top of list" and "move to bottom of list" buttons as well. On large maps, sorting the order of moves can be painfully slow ...

... And while we're at I think we really need a hotkey (The delete key, perhaps?) to delete an order quickly.
