In your specific case, it's the lack of won games that's holding you back from levelling up. It's significantly easier to level up if you actually win games, as the only things that give points are winning games, achieving achievements, and having a top 10 ladder position.

If you're having trouble winning games, try to improve your skills.
Also, at this point your most "bang for the buck" is to complete Achievements - it only takes a couple to level, and most are pretty easy. Go chase after them!
