Sorry for that stupid question, what happend when in a 1v1 game both get booted because no one make his turn ???

yes there is such thing as draw, the same thing happens as if both players VTE the game, so non of them get points and the game is just over.

Neither can ladder games.

In Ladder & Tournament games vote to end is indeed disabled, afaik it chooses a random winner (or based on some sort of other thing that no one knows about), it's worse when there isn't autoboot and both players are gone though because the tournament can't proceed then

There was a pure-skill coin tournament where both players got booted in the final. I don't remember who was the winner of the tournament but I am pretty sure the coins were gone.

Players don't exactly get booted at the same time - system simply boots one player, then another, etc. If one player (or one team) stays on map he automatically wins. Order of booting those players is not known to me though, it's propably random.

I think fizzer tosses a coin every time there is a double boot to determine winner.

Idk if it is random or just the player in the first slot or their name is earlier in the alphabet, But if two player are both inactive and their is no autoboot then the tournament will never end. (this is why you should put auto boots on.)
