Every month there is new thread about same issue and appeal. Please vote on Uservoice rather posting same stuff constantly over and over again. There are many similar concepts on Uservoice.
It is not just matter of Tournaments but as well bigger playerbase games, where inviting pre-lists would benefit the host by speeding up and facilitating the game making. As you know it is easily exploitable as so already there are so much unwanted mass-mails + tournaments.
Secondly Fizzers idea of Tournament is different what you have in mind. Fizzer has said this in other streams, that Tournaments are not made to spam invites so you could fill your desired game, but to have option to hold Tournament if you have wish and agreed player-base. Thirdly for a small amount of money you can advertise your tournament :P, I think this is a legit source of income. The downside is as you mention if you have already playerbase you have to add them manually - but do you really have them so many it is awful lot of work? Thus far I have made around ~40 player Tourneys and everything was organized with Warlight Mail List and adding manually, yeah it takes on average a month to get all working, but its better than nothing.
I am all for player-lists, Warlight-mail lists, clan-mail lists etc, as this would facilitate the communication, game creation, but is also a source of exploitation. Many have tried to force this idea on Fizzer, at least the time I have been here but unsuccessfully. Even if Fizzer proves the idea, I would understand why would it not be in immediate roadmap, because this is a feature for players who are accustomed to Warlight, not new members. And obviously Fizzers main aim is to bring in new people and increase Revenue. As long as people do not quite lack of this function it may never be in short-term roadmap.
