I wouldn't say bonus system is unbalanced, but the bigger problem is seeing the borders of the boni at all.

Looks cool to me. As for the historical time period, it's a very interesting one to have a map for, so that's a good thing going for it.

The bonuses which overlap in unusual ways could be very interesting to play with. I generally enjoy complex bonus systems since they can provide a very different style of play. But it might be hard to balance it. I would suggest doing a lot of play testing, and providing some default historical distributions with the map so that it's easier for people to find good 'suggested' ways of playing the map.

One potentially cool thing about overlapping bonuses is that you can get more realistic war fronts, with slower, incremental advancement. Instead of losing an entire bonus by losing just one of its territories, it can simply be 'weakened' or 'pressed back'. Personally, I would like to see more of this kind of strategy, but again it usually takes a fairly complex and decently tuned bonus system, so I can understand why it's not that popular. Certainly the Reconquest is a prime candidate for such gameplay, though.
