When creating a game, the Spy card has an option to include "Neutral". When enabled, and you play a Spy card, you can either spy on an opponent, or you can spy on neutral.

Perhaps the Diplomacy card can be revised to offer this same "Neutral" option to the game creator. If enabled, then, when a Diplomacy card is played, the player would be able to choose not only a player's name, but would also be able to choose "Neutral", from the list of players.

This would mean that, whichever live player (or AI) was chosen, in the diplomacy card, they would have diplomacy with neutral territories, thus, preventing them from attacking neutral territories.
