Its too easy to earn caps. After 6 hrs of gameplay I had 20k caps, and a gun worth 13k caps with the highest DPS in the game and this is on joshua sawyers mod, hardcore mode with very hard difficulty. If I had remembered that merchants had a limit on the number of times they can play Caravan I would easily have 50k caps worth of stuff.

Quest markers remove all the challenge and its a damn shame too since many quests actually give you hints as to where to look. The unmarked quests in the game are fantastic, the Vikki and Vance 9mm submachine recovery quest being a great example although it would have been better if the hint it gave was more vague. Morrowind had a perfect quest system and its pretty clear that obsidian would have preferred to use a quest system similar to that used in Morrowind (just look at how they did pillars of eternity) but Bethesda wanted to keep the game dumbed down for casuals.

Enemies are just too weak. I got through black mountain with only 8 hrs in on this playthrough and only had to reload a save once but only because I was playing on hardcore mode and didn't want to spend doctors bags healing limbs. I also beat the game on hardcore mode very difficulty with only 15 hrs into a playthrough and only had to reload twice.

Food and water are too abundant for hardcore mode to be a challenge. With the cannibal perk you have an unlimited supply of food. Lake mead and Goodsprings source provide free and unlimited sources of water as does the water pump in Freeside if you get bill ronte off dixons whiskey.

Containers having unlimited storage capacity is just ridiculous. I don't think I really need to go into detail on this.

There's little point to extra currencies (though I really like their addition) because you can just exchange them with anyone. Had extra Legion and NCR territory been added, or even if not, it would have benefitted to make merchants only accept the currency of that faction, making carrying them necessary and useful.

NCR Heavy Troopers, Power Armor Training. Sawyer's mod fixes the training but still.

As you're well aware they intended to show off some legion territory but it got scrapped. I saw the map they had planned at one point (within the current boundaries so at this stage arizona was already cut) and they also planned on making another NCR correctional facility near wolfhorn ranch. Wish I had saved that map.

The NCR having such shit equipment always bugged me. You'd imagine the assault carbine would be the standard issue for NCR troopers. I suppose they did it for balance sake but the legion is pretty poorly equipped too. The legion controls all of arizona and most of colorado and all they can give their soldiers who have been training to fight for Caesar their entire lives are caravan shotguns and 357 magnum revolvers, its pathetic. The recruit legionaries should have at least 9mm submachineguns.

The NCR troopers being supplied semi-auto AR-10s makes sense; the NCR military is huge, and you need lots of guns for the infantry but don't want them spraying and wasting ammo, this was a common concern irl. Plus, they can't afford leather/iron cuirasses at this point, standard issue. However, if they didn't have the Heavy Trooper project, it'd be a sure bet that they could have resources to allocate to have some troopers with LMGs, because that's plain sensible and what most militaries do.

The legion controls all of arizona and most of colorado and all they can give their soldiers who have been training to fight for Caesar their entire lives are caravan shotguns and 357 magnum revolvers, its pathetic. The recruit legionaries should have at least 9mm submachineguns.

I was under the impression that they gave a soldier a uniform, a machete, some basic provisions, and the rest of his career in the legion, he has to find his own weapons and ammunition, repair his own weapons, and find his own food. Of course, it's organized by troops collectively, but it's still very similar to that one Napoleon speech. And remember, most of the guns in that territory would either be neglected or used to death by tribals, so the only people who would have them consistently would be civilized folk in towns and cities that haven't gone over the edge.

+1 but they could almost certainly afford to equip recruits with at least service rifles. ofc because of the level scaling you'll start seeing legionaries with brush guns and super sledgehammers but its just such a dramatic climb and the same is true for the NCR. The type of equipment each rank has should be smoothed out so to speak. I suppose the argument could be made that neither the legion or NCR has the shekels to invest in the best equipment to fight this war and maintain their current borders but the entire game they make a big deal out of Hoover dam and they talk about how it will significantly increase available power for either side. So either the dam isn't as valuable as its made out to be or neither side wants to commit too much in order to capture the dam.

Yes but the legion didn't always exist, and what I was referring to was that tribals pre-legion would likely never maintain their weapons, leading to a smaller supply once the legion arised.

The AR-10 had only around 9,000 units produced. The NCR produces their AR-10s in factories, the Legion would have to scavenge what of the 9,000 rifles were in their territory and out of that survived 200 years of degredation.

So either the dam isn't as valuable as its made out to be or neither side wants to commit too much in order to capture the dam.

Well the NCR simply isn't fiscally conservative in any way to be able to up spending in certain areas efficiently. They're throwing shekels at everything, from harassing mutants to giving food to idiots who thought they would be able to get into Vegas with 20 caps.

The Legion is too fiscally conservative for providing weapons en masse, their focus is to make small self sustaining units of eight that can fight individually. The tent groups you see, all they need from Caesar is orders. They don't need ammunition, food, water or medicine, and that's the point. Caesar's Legion is likely poor, as it comes from an area that isn't exactly rich in the natural sense (at least rich in what they can use, something tells me that ironically uranium won't be much help here), and has had 200 years of rabid tribal savages tearing at each other like dogs.

As long as the guns haven't disintegrated the parts can always be repaired or replaced.

There are plenty of other rifles of similar quality the legion have access to. Marksman rifles and trail carbines for example.

Neither of these are exclusive to Arizona or Colorado. The legion may not have as many shekels or units of currency but they have about as much land as the NCR in areas that have comparable population densities to California. The main advantage the NCR has is greater access to pre-war weaponry because of California being a coastal state.

Yeah but the parts have to come from somewhere, and that somewhere would either be other guns, which would still decrease the supply, or produce them which is very unlikely. Maybe a stash of parts could be found somewhere, but it's not going to be the case for all guns.

The NCR started up in California much earlier than the legion in Arizona, producing conditions amicable for the preservation of factories, pre-war tech, and the boosting of population due to food being more relatively available due to less banditry. Not to mention Vault City, military bases being opened up like tin cans and their tech being spread around by the Master's Armies, BoS and Enclave getting their arses destroyed over the years and that tech being spread around, Reno and SanFran. Overall, California has a much better status in resources and wealth due to these factors.

Yes but those were likely produced more pre-war leading to more of them being available.

I don't dispute that the NCR has better tech however the legion is too primitive over all. Its unbelievable that an empire that spans 2 states is unable to equip their troops with even cheap submachineguns when raiders who don't know how to farm or live off the land in any way (white legs ofc) have access to fully automatic smgs on par with the trail carbine.
