No one has any right to reproduce since reproduction is about whether you can insert your genes into the genes of another human.

The state should have absolute power in deciding who should be allowed to reproduce. Furthermore the state should clone certain individuals for the purpose of replenishing citizens and subjects of the state or promoting certain genes.

Enemies of the state should never be allowed to reproduce.

Fine and maybe incarceration.

Ordinary crimes do not make someone an enemy of the state. However illegally reproducing can indeed make one an enemy of the state because it can be an evolutionary crime if serious.

There should also be a distinction between citizens and subjects here. Enemies of the state should automatically lose citizenship if they had it to begin with.

But reproducing isn't illegal, so it's hypothetical. If it were to become so, who are you to say it's an ordinary crime? It could be enough to make one an enemy of the state. You never know.

^Assume that there is a Felinist state no natural reproduction will even be allowed.

Illegal reproduction can be an evolutionary crime against humanity and the state.

I consider peafowlism an evolutionary offense that needs to criminalized.
