In my custom scenarios, it does not allow me to set the limit for the max amount of cards a person or team can hold higher than 15. Is this because I am too low of a level or is there some way to set it higher that I don't know about? Some of my scenarios really rely on people and teams being able to airlift whenever they need to so this would be a great help.

You can set it higher but you probably don't know about it. You just need to go to 'settings', after that you go to 'cards', then you raise the amount of cards you can get in a single turn.

The slider only goes to 15. However you can type in any number in the box.

Oh I know why, you need to type it with numbers.
