What is the best? 1:2? 2:3? 3:5? or others?

Are you talking about giving bonus values to bonuses in a map of your own?
If that's true, then it doesn't matter which ratio you use, as long as you are consistent.

Same ratios should only be applied when bonuses are of equal size and complexity and have a comparable number of connections.

A bonus with only two or three inbound connections is a lot easier to defend than a bonus with a dozen connections.

A bonus, where all inbound connections lead to the same one or two territories is a lot easier to defend than a bonus where all territories have inbound connections of their own.

etc...

It's also generally a good idea to scale the ratio. Larger bonuses (which are harder to finish and harder to retain) should have a slightly better ratio than smaller bonuses. In Medium Earth, the small bonuses are 3:4, while some of the larger ones are 5:6, 5:7, or 6:7, which is slightly better.

1:1 - X is the best pattern to follow Imho
M.Earth follows mostly 1:1 - 1, although there are some bonuses that break that
