My opinion is that there is no conclution of "best". Of course some are better than others. Some are better in team games while others in 1v1s. Some in MA or LD while others in original strategic settings. And if someone can be noted as "best", they can't be for a very long time.

2v2 ladder

FFAs, custom scenario are just about impossible to measure I'm afraid.

For the ladders you could make a list of all the players who got a 1st place (something I'm thinking of doing in the future) and the best ladder player (must) be among those. However, you can't really compare retired players like The Impaller with modern players so you couldn't get down to 1 player. The current no.1 ladder player is pretty easy, they're no.1!

Tournaments, strategic settings and team games could both be decided by bringing together ALL of the best players/teams and doing MANY round robin tournaments and collect the results.

Another problem with all these methods is also the fact that some players play-styles work very well against some players and not others, someone might consistently beat top players but lose to mediocre players. You would have to say something like "The best player against HHH based on their past ladder record" or something equally specific and meaningless, and even that wouldn't work out right.

TL;DR We will never ever know.
