IS there any point to this setting other than to deceive players who aren't aware of it?
Is there any strategic point to having this? From what I have witnessed it ruins games.

but rename it the multiply card

The people not reading the settings are what ruin the games (you get it highlighted for a reason)
The negative sanctions is just a different way for getting a reinforcement card.

You can weave it into several scenarios. Only play it when reaching a predetermined trigger point, etc.
