So I was playing today and I recently unlocked custom distribution so I decided to be clever and rig a lottery to see if anyone is stupid enough to fall for it. I just got a message saying not to do that when I logged in and now my player level has gone from 47 to 40.

Is this a glitch or does it always do that when you break a rule?

When you cheat to gain levels, and get caught directly by Fizzer or reported, and Fizzer reviews it and finds you to have cheated, you lose levels so that your cheating can be rectified, and hopefully you learn a lesson.

fair enough. I only did this for one game (which took so long to get players I forgot about it and got booted(Karma?)) so this penalty seems rather harsh but I assure it will not happen again.

Well the penalty is just as you tried to cheat not only the game but others as well. It's a standard punishment for this kind of rule breaking.
I guess you can call the booting part karma.

So fizzer saw my reply and looked into it and noted that I had in fact rigged only one game, so he restored 9 of the missing levels.

A moderator who notices stuff like this is pretty badass.

I wish my levels could decrease :'(

Yup, that's a completely legitimate reason. The system doesn't really work right now.
