Neither of us had any idea what to do in this situation and we thought it might just get stupid so we voted to end

That certainly would have been an interesting game. Way I see it, you have to pick one to win, and one to sacrifice. Personally I would think the Scan area was the one to keep since it was the more isolated pairing.

Thats what i chose, but first moves i chose to move my other places in case he chose to attack them, also that would provide me last move if he attacked in scandinavia also

I guess it depends on how much you like a meta-game, whether you play it out or not.

The best place to fight it out would be Scan/Russia, both because the bonuses there are good, but also because winning that fight means free access to most of the board without interference.

Knowing that, a better player might move to keep alive there and try to take out the opponent somewhere else, instead of fighting head on into the opponent.

There's also the question of trying to save your other spots via movement verses not wanting to lose valuable troops against neutrals. Or delaying your attack if they reinforce verses attacking quickly so they can't escape to a neutral.

I can see not wanting to play it, but there's a lot of strategy involved in a close quarters game like that.
