I'm not saying it was well balanced, but based on the chat it seems that really was the intent, he was friendly, said it was the first time trying it, and that he'd make the other side stronger in the future.

How can it not be intentional? Income difference you could write off, if position was better for smaller income. But to put 40 extra armies on the border is certainly deciding the game from turn 1
