It's good for team games. If your team mate surrenders when he/she probably shouldn't and without discussing it with the rest of the team, you can stop them leaving the game that you might still have a chance of winning. However, in FFA games, I think it's a pointless feature.

I think when a player surrenders 8/10 times they just leave and get booted anyway

I agree with OMRLP, I hate it when a teammate leaves early because their picks were taken, or they got off to a rough start.
