So I'm just creating my first map. I'm doing everything correctly, each territory is ID'd, and when I check it with validate map, it shows my territories are on the map. But when I try to place "cities", like smaller rectangles within larger territories, they are supposedly buried under the bigger territories and cannot be seen. How is this done? Can someone tell me how to create these "cities", if there is another way?
