Is it possible to have a custom scenario be included with a map your making? I dont just mean scenario distribution, I want to be able to set army #s for neutrals too.

no, i can make custom scenerios for my own maps when i start a game. but you can only alter individual neutrals when starting a game, rather than when making the map itself. I want people to be able to select my custom scenerio w/ the altered neutrals when starting a game on my map.

Yeah, you can do that. I usually include templates in the description of my maps:

thanks chris. its not quiiite what i want, but its a good compromise.

You cannot change the # of armies a territory has in the custom scenario in mapmaking.
