This guy as "Win on 50 different maps" achievement, but he only won 28 games.

Weird isn't it ?

Maybe you get it when you win Practice game or Single Player games.

I could be wrong, but I think I read somewhere (on the blog or on a Fizzer post) that only ranked games were taken for points & achievements... And there's not so many different maps on Single player games.

I believe the fizzard said that you can only get most achievements, not all, through ranked games. It is my understanding that there are a few you can get in practice or single player. One such achievement is the tutorial breaker, or the Europe/crazy/insane challenges.

I can`t get tutorial breaker. I did the tutorial in 5 turns last time (I pressed: conquer Africa (or whatever it says)) and now when I stop after turn 3 it doesn`t safe it. So I can`t get it :(

You can still get it, you just gotta figure out how ;)
