I want to make a map based on Ceasar and Egypt (strategy games). I always wanted to make a map based on a functional city from these city simulation games. The city will only make 100-300 territories. I want to build a large map with 1000-3000 territories as BIG USA or Issander's Huge World.

I have some ideas that I drew on Windows Paint in a few minutes. I am including "imaginary animals" because I love Heroes of Might Magic series. I will populate the central part of the map with dragons, sea snakes, griffins and unicorns. The Roman Empire, Egyptian Empire and "Imaginary Lands" will have a different visual style.

Roads take two hexagons but need maintenance. You can take hexagons to avoid the negative bonuses. There is no profit you gain for roads.

Are my current ideas enough for the maximum map size or there is room for other ideas ? I want to make a second map with territories that will enable bonuses for some neutral territories.

Note : OPEN IMAGE IN NEW TAB. MY CANVAS / IMAGE IS TOO BIG OR SCROLL POST HORIZONTALLY.

I'm in the testing stage of a 300 territory map I just created and it took much longer than I expected. It's still a little difficult for me to visualize your concept, but I would say keep the following in mind:
*Make sure the dragons etc. don't confuse players on where bonuses are and which territories connect
*Not sure about anyone else's experience, but it seems like most maps with negative bonuses don't get played much.
*Is the entire map made of hexes?

Yes, it is made of entire hexagons except roads that take two hexagons segments.

I can add mountain and rivers to "cut" the map a little.
