It's a term commonly used in total war Rome.

And also outside of Rome: Total War. For example the 9mm Parabellum cartridges are named after that quotation. :P

But yeah, Rome sure is a nice source of quotations and proverbs.

Roman barbarian invasions os pretty fun. I like all the old ones. Well I have only played the old ones except rome 2.
