There might be age limits on driving, voting, drinking and such things, but does that mean all adults should be trusted to do these things? No, it clearly doesn't. Stereotyping people is not going to help you that much at all. Otherwise the government would have stopped all crime/bad decisions by people. My advice, if you really are bothered by trolling, is to only play games with players you know and trust, and not join/create open seats games. Also structure games so trolls cannot be effective (personally, I think an option should exist for only the host being able to direct boot). Most trolls are opportunistic in my opinion (I accidentally joined a 100 day boot game, and wallah 2 people out of 21 haven't taken their turn for 70 odd days). Don't be overly serious about it. This does annoy me admittedly in team games of 10vs10 etc, when half the players on your team quit even though you're winning. I just don't think your idea will make any difference.

Oh, and "verified through facebook". Err, I hate to break it to you, but a word stemming from the Latin for "true" is very unlikely to have anything to do with facebook.
