It's too plain, but still works!
EDIT: Whoa! Did you see that it faintly says giraffe behind the yellow bars?!

Brilliant satire, and should be thought provoking!
(In other words, why in the world should we all be contributing to insanely increasing the economic power and clout of some random unknown individual - who almost certainly won't be you? Incredible!)

Very good for what it will encourage.

The lottery part should give an advantage, but not have it so whoever gets the lottery automatically wins. Instead of 1000 extra troops it should be something more like10 or 15 extra troops, so there is a huge advantage, but the other players still have a chance.

A map which can only possibly be used for lottery games... Seriously? How about *actually* playing the game, instead of mindlessly farming points?
Also, this map actually contains an error: there is an invisible connection from the bottom-left to the bottom-right territory (which isn't even marked as a wraparound connection, so it looks ugly when used).

This map is not fun at all. A side where one player had an advantage could be fun, but only if there was some way that the other players could have a chance by rallying together. AS it is, this map is pretty bad.

there is no strategy involved. Winning is entirely based on disposition of starting positions

This map is stupid because won is impossible.
