Is it supposed to be the Nations Cup revived? I don't see anything about the format at all. It doesn't say templates, matchup format (in nations cup we ranked the teams by vote to seed them and then did an elimination bracket similar to NCAA Tourney).

Maybe I am in the minority, but I have no idea what this idea is exactly.
