UK recognized Palestine in 2014.
We don't currently, but in my opinion we should. However, there was a successful vote on a motion to recognise Palestine in the House of Commons in 2014, which I think is what you're referring to. It stated:
This House believes that the government should recognise the state of Palestine alongside the state of Israel as a contribution to securing a negotiated two-state solution.
However, since this was a motion and not a bill, this was completely symbolic and had no impact on official recognition.
France also recognized Palestine in 2014, pretty outdated indeed.
After a bit of research, it sounds like French politicians decided a non-binding vote in favour of recognising Palestine, but it wasn't official recognition. However, I don't fully understand how the French government works.
