I had an idea of team bonuses. You could turn on this setting to give a troop bonus to the team, much like a reinforcement card (but you have to use it). For instance, in a RoR game where a team has the Parthian Empire but it is divided between themselves, they would receive the 12 armies as a team. You could also add a multiplier, so that in the RoR example, if the host set the multiplier to .33, the team would receive only 4 armies from the Parthian Empire bonus.
