when there are all AIs left they should play the game out not just vote to end

this would help when the maker of the game set it so the AIs would not surrender when there whole team is gone

There's already a setting specifically designed to address this problem. Turn on "AIs surrender when one human remains", that way you never need to play versus AIs.

Trying to make AIs play with no human involved in multi-player is fraught with challenges that would make it very difficult to implement without risking crashing the WarLight server. The specific problem you address here is much more easily solved with just surrendering AIs instead.
