That's not really fair. The mapmaker was working on making maps of all the counties of Rhode Island, with the goal of then combining all of those maps into one huge map. I played a testing game on it and really liked it. I'm unsure why (and sad because) it never went public.
Was it overly useful to publish 9175 as an independent map? Okay, maybe not. But using it in this context as an example of a bad map is unfair.

It's not only about the number of territories, it's also about the way they are connected. Of course, with just two territories, you don't have a lot of options on how to connect them, just one in fact. For three territories there's two ways on how to connect them (in a "triangle" such as the Truel map, or in a "line" such as the map Monster Party linked to).

But for a "sensible" number of territories, there's a huge number of ways to connect them and two maps having the same number of territories in no way means they are automatically "essentially the same map".
