In a level, I get the 10% chance double smelt alloy technology.
Then I observe my smelter for a few minutes.
They smelt like one hundred alloys (to be specific, lead bar), but double smelt never comes up.
Is it a bug, or it only works when i am not observing... schrodinger's smelter?

maybe you simply didn't notice it, and since lead bars take so long to smelt it can't possibly have been 100 alloys, unless you seriously had too many smelters.
but it really shouldn't matter too much ngl, only a few levels require this sort of thing afaik?

It happens for sure. But the 10% are an average, the real happening is random. If you do calculations, how long it takes to smelt 1k alloys, you will notice, that you reach your goal almost 10% faster (9.0909%).

Not getting a double alloy in 100 Bars would be a 0.9^100 chance, or 0.0026%. So either a bug(only for you, it works fine for me) or ridiculusly bad RNG
