It's clearly a designer bathmat. The moonish looking thing and the star looking things are clearly a representation of the Death Star firing its Death Star Lazerbeamz.

The strip down the left is an embedded code with a clue to the URL of a website for an ARG, meant to drum up excitement for the upcoming movie Strange Magic.

You see, back in the 80s, 5 nations ( the stars ) went to the moon ( crescent moon ) while it was in a Full Moon state ( crescent moon image is meant to dissuade people from believing the conspiracy ). These 5 nations were the US ( the top star ) , the USSR ( 2nd star ), Japan ( 3rd star ), West Germany ( 4th star ) and India ( 5th star ).
These were secret launches that were meant to test theorized valid colonization sites on the Moon. But, it was discovered that there was already 5 lunar races ( the 5 designs on the Left are the flags of these cultures ) and so they had to abort the mission. But, the Governments knew that the public could not know the secret of the Lunar races. They couldn't know that they had been submissive toward alien life, it'd cause nationalistic uproar that had been cooking since the Cold War! And this operation was meant to bring the Union and the States together!
So, they executed the involved astronauts/cosmonauts, scrapped the shuttles ( and cleansed them of lunar grime ) and burned all documents of the operation ( the 2 grain represent the slaughter of the astronauts/cosmonauts and the scrapped shuttles, while the fairy-wingy shape represents the burned documents ).
And thus, Operation New Home was declared Top Secret, and Classified to the highest government functions, something undisclosed to even the leaders of the nations.
