Wrong. Even with improved chat functions it would not change the fact that people will invite people to games without gauging interest, then some will not remake the game without those people who decline. That is the big issue. Not that people use games to chat. You can use mail, a tournament, other means to actually chat without using a game. But you cannot set up a game without actually inviting people to a game. There is no way to solve that currently.

Personally, I would have this:

1) Removed by host = game will not show up on any filter with "Active" but could see if you go to "all games"
2) Decline = game will not show up on any filter with "Active" but could see if you go to "all games"
3) No decline or join = can still see chats in Active games filter
