Do you consider this a good thing overall, or a bad thing? Do you think it is realistically possible to come up with a democratic clan that covers enough bases (like having a procedure for dealing with an inactive leader, in your example) that it could overall attract more people than it has leavers at any given time? In other words, do you think it's realistically possible to have a functional democratic clan? (i.e. The democratic part is functional; I know there are lots of clans that are 'functional' if not necessarily 'democratic'.)
For a system to work perfectly, the ones with power must be as close to perfect as possible.
In an authoritarian system, only one person has to be nearing perfection.
In a democracy, EVERY person has to be nearing perfection.
So, in theory, yes, it can be effective, but it has to be a very restricted community with a small number of members (like Apex). The bigger and more open, the harder it is to control through democracy. Bigger and more open doesn't mean bad - just that more people involved is hard to control.

On the subject of AOE, the democracy was sort of a time bomb because the clan was built over it. Lots of members moved there with the premise of having some power in their higher ups - these people are incredibly plentiful in WarLight. Not all of them, I speak specifically about 2~4 of them whose true intentions are pretty well hidden from the more naive people. Nothing hideous in that, since it's all just a game and people can have fun the way they want, but on the end of the day, these are the roots of the drama that hurts the fun so badly.
